Organizational structure
The Department of Coordination has the following responsibilities:
The Directorate of Coordination and Administrative Support consists of the following departments:
a) Department of Coordination
b) Department of Administrative Support.
The Department of Coordination has the following responsibilities:
a) Coordination of the work of DIMEA Directorates and its control operations, with the aim of the orderly operation of the market and the countering of illegal trade, including illegal electronic trade.
b) Monitoring and evaluation of actions to control the market and combat illegal trade, including illegal electronic trade.
c) Maintaining a register of controllers, in which all controllers who serve in any employment relationship in DIMEA, as well as the employees of the decentralized administrations who participate in controls carried out by the Service, are registered.
d) Monitoring the current legislation, proposing changes and amendments to it, as well as proposing the issuance of circulars and directives.
e) Suggesting proposals for market control and dealing with illegal trade in general, such as the training of controllers, and illegal e-commerce.
f) Compilation of announcing and informative documents.
g) Drawing up memoranda of cooperation with public and private bodies for market control and dealing with illegal trade, including illegal electronic trade.
h) Preparation of continuous training programs for controllers of all services and entities involved in market control and the suppression of illegal trade, in accordance with the needs that will arise from the analysis of the data and the rules of the legislation on the protection of personal data.
The Department of Administrative Support has the following responsibilities:
a) Provision of administrative support to DIMEA.
b) Providing secretarial support to DIMEA which indicatively includes:
– exchange of all kinds of correspondence through the Secretariat with the relevant Control Authorities or other services and bodies.
– telephone and electronic communication as the case may be, as well as communication with other services, public and private bodies.
– creation of folders/record for each case
– allocation of incoming requests/cases per Directorate and the management thereof in general.
– coordination of the movement of groups (controllers, drivers, vehicles).
– Any other necessary action for the proper functioning of DIMEA.
c) Organization of meetings or other events related to market control and the holistic combating of illegal trade.
d) Coordination of the services to deal with crises in the market through the preparation of emergency plans.
e) Processing incoming complaints and assigning them to the competent Services.
f) Forwarding correspondence to the judicial authorities on issues of their competence.
g) Issuance of control orders.
h) Response to requests for parliamentary control and handling of judicial matters under the competence of DIMEA.
2) Directorate of Interagency Cooperation for Market Control and Combating Illegal Trade.
a) Department of Interagency Action
The Department of Interagency Action is responsible for:
a) the coordination of the actions of the competent authorities to combat illegal trade, control the market and control the handling of products and the provision of services
b) the organization of operational action plans, in cooperation with the competent authorities and bodies, at local, regional or national level, for the formation of the mixed groups, as well as the drawing up of Operational Plans on a regular or extraordinary basis
c) control in the form of sampling, seizure or confiscation and destruction of goods (products) and services related to consumer protection and safety and public health in general
d) control of hydrofluorocarbon products in the form of sampling, seizure or confiscation and destruction of the specific products, bottling control and control of import quotas of hydrofluorocarbon products and other areas on the documents for the handling and marketing of these products. The control may be carried out in cooperation with the services of the Ministry of Environment and Energy for the cases of control of the correct application of European Regulation 517/2014 and its supplementary national implementation measures
e) holding meetings with representatives of central administration bodies, regional and local authorities or other bodies with the aim of coordinating actions
f) the search and receipt of any necessary information or element, which concerns or is related to the exercise of its work, following a relevant order of the Department of Coordination and Administrative Support, subject to the provisions on the protection of personal data or professional confidentiality
g) the execution of the action plans by setting up mixed groups to carry out controls in cooperation with other control authorities throughout the Territory
h) dealing with extraordinary crises in the internal market, in the context of operational plans for the intensification of controls
i) carrying out controls on complaints and other information that comes to the knowledge of DIMEA in any lawful way and means
j) on-site confiscations of products placed on the market illegally as defined in the current legislation
k) any other control competence consistent with the mission of DIMEA in accordance with the provisions in force for market control during the production, handling and marketing stages.
b) Department of Market Control
The Department of Market Control is responsible for:
a) the organization, planning, programming and execution of controls, in collaboration with the Department of Coordination, for compliance with the rules of operation of the market on a daily basis,
b) the participation in special groups of controls throughout the Territory, in cooperation with the Directorate for Combating Illegal Trade and with other control services after the order of the Department of Coordination and Administrative Support,
c) cooperation with the co-competent regional control services,
d) the control of the use of the Greek trademark, as provided for in law 4072/2012 (GG A’ 86).
e) control in the form of sampling, seizure or confiscation and destruction of goods (products) related to consumer protection and safety and public health in general
f) assistance in dealing with crises in the market through the implementation of emergency plans,
g) the investigation of complaints and information falling within the competences of DIMEA,
h) the control of compliance with the applicable rules of marketing and handling of products.
The Department of Chemical Analyses is responsible for:
a) carrying out chemical and organoleptic analyses of olive oil in order to collect the necessary data for the formulation of the quality and adulteration parameters of Greek olive oil,
b) informing the competent services and the interested production classes for the protection of Greek olive oil,
c) informing the relevant Ministry for the formulation and implementation of government policy in the food sector, regarding the studies carried out by the Department on Greek olive oil, as well as the participation of the Department’s experts in bodies of international organizations,
d) the performance of organoleptic analyses of olive oil at the request of the responsible market control bodies and the opinion on the classification of olive oil in accordance with Regulation EP 2568/1991 of the Commission of July 11th 1991,
e) the laboratory control of olive oil samples of government supplies, if provided for by the terms of the declarations and the relevant contracts,
f) the provision of services for performing physicochemical analyses and organoleptic analyses of olive oil, granting quality certificates and organoleptic examination to organizations, businesses and individuals, upon collection of fees, in accordance with ministerial decision 3002640/1552/06.02.2002 (GG Β΄161) and par. 1 of article 33 of law 3377/2005 (GG A’ 202).
g) the participation in bodies of international organizations for matters concerning the physical and chemical constants, quality characteristics and control methods of olive oil,
h) the participation in the sub-committee of chemical experts of the European Union for the opinion on the criteria that determine the marketing and handling limits of olive oil,
i) participation in bodies of international organizations for matters concerning the organoleptic characteristics of olive oil,
j) the organization of inter-laboratory tests in Greece to check the reliability of the recognized groups of virgin olive oil testers,
k) participation in laboratory quality control tests with laboratories of other countries, which are carried out to verify the reliability of analysis methods and laboratories,
l) conducting and preparing an annual study of the organoleptic characteristics of virgin olive oil from all the olive-producing regions of Greece,
m) the monitoring and study of technological developments in the industrial production of oils and seed oils,
n) participation in international programs to search for new methods of analysis to improve the quality and combat adulteration of olive oil,
o) cooperation with educational institutions and other bodies in laboratory research,
p) the organization and conducting of seminars for the organoleptic evaluation of virgin olive oil.
c) Department of Chemical Analyses
Operational goals
The operational goals of the Directorate of Interagency Cooperation for Market Control and Combating Illegal Trade are:
a) The adoption of measures to deal with illegal trade, with the cooperation of the control authorities at local, regional and national level when controlling the handling of products and the provision of services to combat illegal trade and the services that carry out control work in implementation of DIMEA’s annual action planning.
b) Informing the Coordination Directorate and the Directorate of Data Management, Statistical Processing and E-Commerce Supervision with data related on the one hand to the planning of controls and on the other hand to conducted controls, such as:
– the number and type of violations,
– the number and amount of the fines.
c) The control of compliance with the rules for handling and trading products and providing services.
d) The control of the compliance of natural and legal persons operating in the marketing and handling of consumer goods and in the provision of services in accordance with the provisions on consumer protection.
e) The drafting of the report of the opinions of the Administration, as well as the drafting of every relevant document to the competent Tax Office for the assessment of fines.
f) The examination of quasi appeals, especially on sanctions and objections, as well as objection reports on imposed violations by the DIMEA controllers.
3) Directorate of Data Management, Statistical Processing and Electronic Commerce Supervision.
The Directorate of Data Management, Statistical Processing and Electronic Commerce Supervision consists of the following departments:
a) Department of Information Management and E-Commerce Supervision.
b) Department of Data Analysis.
The Department of Information Management and E-Commerce Supervision is responsible for:
a) the collection of information and the gathering of data by the Directorates of the agency with the cooperation of the Directorate of Coordination and Administrative Support. In addition, it collects data on control planning, risk analysis, statistical studies and Press Releases. In the above system, additional information is entered regarding:
- conducting controls and setting up control groups,
- the number and type of violations recorded,
- the number and amount of the fines assessed,
- the number and subject matter of the appeals/objections filed before DIMEA,
b) the collection of information and data in any legal way from the competent and collaborating services, electronic platforms and market operators,
c) communication with the National Intelligence Service, as well as any information collection and management service of the Country,
d) communicating with embassies, services and agencies abroad on matters of dealing with illegal trade, training, provision and exchange of know-how,
e) cooperation with control services and bodies abroad to deal with and examine issues of common interest for the suppression of illegal trade,
f) the representation in institutions and services of the European Union, committees, international organizations, working groups for matters of market control and dealing with illegal trade,
g) the control of information and complaints concerning the illegal trading or distribution of goods through online websites from electronic shops (e-shops), the collection of evidence or data with the help of other government agencies or international organizations or legal entities/natural persons with legitimate interest, or the acceptance of expert reports from the above-mentioned bodies certifying the illegal trading or handling of the goods and the sending of a documented opinion to the National Telecommunications and Posts Commission (EETT), which is obliged to close down websites indicated by DIMEA, notwithstanding any contrary general or special provision of national law, as well as to inform the Cyber Crime Division of the Hellenic Police,
h) the management of the e-Consumer information application for the evolution of the prices of goods and services:
- at the retail level for food and beverages, primary products, industrial products, fuels and consumer services;
- for primary production products at the producer level, for primary production products at the wholesale level and for fresh catch at fish markets,
- the processing of data on the evolution of prices over time and the drawing of statistical conclusions,
- the collection and processing of banking data.
The Department of Data Analysis, which is responsible for analyzing the data in terms of:
a) the production of standard, summary reports on a regular basis for short-term and long-term objectives for decision-making (Management Information System – Decision Support System). In particular, it prepares periodic reports, registers and analyzes statistics, conducts research on the prevailing conditions in the market, prepares risk analysis studies by sector, analyzes and evaluates data and information on the methods and ways of controlling the market and dealing with illegal trade, in cooperation with the Directorate of Coordination and Administrative Support,
b) providing the hierarchically superior management with special information for making strategic decisions (Executive Support Systems),
c) the drafting of Strategic and Operational Planning for DIMEA, as well as the annual activity report.
The operational objectives of the Directorate of Data Management, Statistical Processing and Electronic Commerce Supervision are:
a) the collection, management, dissemination and feedback of information for the holistic treatment of illegal trade and illegal electronic trade, in compliance with the provisions on personal data protection,
b) cooperation with services and institutions based outside the Greek Territory to deal with illegal electronic commerce.
